On completing Year 10 or turning 16 years of age, whichever is sooner, a young person completes their compulsory schooling and enters what is called the 'compulsory participation phase' of learning. During this next phase, the young person is required by legislation to either be in full time education or training or until they achieve a QCE or a vocational qualification at Level III or higher until they turn 17 years of age, OR to be working full time (minimum of 25 hours work per week).

Selecting the most appropriate pathway for their compulsory participation phase of learning can be overwhelming for many young people. To help them in choosing the pathway that is right for them and to assist them in their decision making and planning for their future, all students in Year 10 complete a Senior Education and Training Plan, or SET Plan.


The SET Plan outlines a young person's planned courses of education and training through their compulsory participation phase. It is a plan that maps out how the young person will work towards a:

  • (Queensland Certificate of Education) or (Queensland Certificate of Individual Achievement)
  • (Vocational qualification) such as a Certificate III, and/or
  • Viable work option.

 A SET Plan is developed for each young person based on their individual needs and aspirations. How each individual student works toward one of these options is flexible and could include any, or a combination, of the following:

  • Programs undertaken at school
  • Vocational education and training at TAFE or with another registered training organisation (RTO)
  • University subjects
  • An apprenticeship or traineeship (including school-based apprenticeships and traineeships)
  • Employment skills development programs.

Since a young person's SET Plan is based on their individual needs and aspirations, no two SET Plans will be identical. It is intended, however, that for all students the SET Plan will:

  • Work as a 'road map' to help them achieve their learning goals;
  • Include flexible and coordinated pathway options;
  • Assist them to examine numerous options across education, training and employment sectors;
  • Help them to communicate with personnel from other schools or learning providers about their future options;
  • Promote ongoing conversations between them, their parent / carer and school or learning provider personnel;
  • Promote learning that is aligned with their aspirations and abilities, and which leads to the awarding of a Queensland Certificate of Education or Certificate III vocational qualification, and/or a viable work option;
  • Serve as a reference point or map for the young person through the Senior Phase of Learning as they work to achieve their learning goals and move across education, training and employment sectors;
  • Support participation in further education and training;
  • Prepare the young person to take responsibility for his / her own learning;
  • Be a 'living' document, one that can be adapted as the young person's aspirations become more defined.

Ultimately, it is endeavoured that the SET Plan will help the young person make a successful transition from school to their preferred career / further study.
